Connecticut has fined sweepstakes operator High 5 Games $1.5 million for running an unlicensed online casino that targeted self-excluded players. The settlement includes refunds, penalties, and a return to legal operation under strict oversight.

The Connecticut Department of Consumer Protection (DCP) has reached a $1.5 million settlement with High 5 Games. The company faced accusations of running an illegal online sweepstakes casino that targeted Connecticut residents.

According to the DCP, High 5 Games offered unlicensed gambling services and allowed access to people on the state’s self-exclusion list. Investigators said the site mimicked real-money gambling but failed to meet state regulatory standards.

Settlement Details

As part of the agreement:

  • $643,207 will go back to nearly 800 users who lost money on the platform.
  • Another $294,000 will be returned to 141 users on the self-exclusion list.
  • $500,000 will fund state consumer protection programs.

After the settlement, the DCP suspended High 5 Games’ license. However, the company earned reinstatement on May 22, 2025, after it accepted stricter compliance rules and agreed to stronger oversight.

Why This Matters

This case marks a turning point for sweepstakes gambling regulation. State authorities are now taking firmer action against unlicensed operators. As a result, platforms that target vulnerable players or use unclear marketing practices may face similar enforcement.

In addition, this move by Connecticut sets an example for other states. Regulators across the U.S. are watching closely as they consider how to handle sweepstakes-style gaming platforms that blur the line between entertainment and gambling.
